Under the Road Transport (Driver Licensing) Act 1999 a person may only be first issued a driver licence where the person can satisfactorily demonstrate proof of identity and ACT residency.
Under the Road Transport (Vehicle Registration) Act 1999 a person may only establish registration of a vehicle if the vehicle is garaged in the ACT and where the person can satisfactorily demonstrate proof of identity.
Applicants that already hold an ACT driver licence need only provide this licence as full evidence of their identity.
Applicants for a first issue of an ACT driver licence and/or and ACT vehicle registration, or an applicant who does not hold or cannot produce an ACT driver licence must provide full evidence of proof of identity. Applicants must produce a minimum of three original documents that satisfy the following:

Proof of residency documentation must be supplied if not already established by primary or secondary proof of identity documentation.
Residency documentation must be supplied by all interstate and overseas licence holders transferring to an ACT driver licence.
Provided the applicant's full name and residential address are listed, the following documents are acceptable.
Where an Australian driver licence only exists in the former name and the applicant was born in Australia, births deaths and marriages issued documentation linking the former and current names is required.
In the event that applicant was born overseas or changed their name overseas and cannot obtain a births, deaths and marriages name change document, an overseas marriage certificate is acceptable as a linking document only when accompanied by primary and secondary documents in the current name.
When you are changing your name on an identity and/or authorisation/accreditation document issued by Access Canberra you must surrender all previous identity and/or authorisation/accreditation documents that contain your former name. This includes your driver licence, public vehicle driver authority card, proof of age card and any authorisation/accreditation certificate you may hold.
You will be issued with replacement documents in you new name at no cost.
All documents must be original. Photocopies are not acceptable.
