Light rail regulation
The ACT light rail network and its infrastructure is a regulated utility under the Utilities (Technical Regulation) Act 2014 (the Act).

Three technical codes support the Act and are specific to the light rail network:
- Utilities (Technical Regulation) (Light Rail Regulated Utility (Electrical) Network Code) 2021
- Utilities (Technical Regulation) (Light Rail Regulated Utility (Electrical) Network Boundary Code) 2021
- Utilities (Technical Regulation) (Regulated Utility Coordination Code) 2021.
Under the codes the light rail utility service provider must:
- consider the impact of a light rail utility on other utilities and infrastructure
- comply with standards and safety requirements
- meet minimum technical requirements.
Technical Regulator Regulatory Strategy
The Technical Regulator developed a Regulatory Strategy for the Light Rail Stage 2 project.
The Strategy provides a platform to manage regulatory matters between the Technical Regulator, stakeholders and the utility.

Two guidance documents assist the light rail utility with the:
- regulatory approval process
- the technical and regulatory requirements to be addressed in the utility’s regulatory approval application to the Technical Regulator.
