If you want to offer or advertise a gambling or gaming service in the ACT, you may need to apply to the ACT Gambling & Racing Commission (the Commission).
The ACT Gambling & Racing Commission
The Commission is an independent body established under section 5 of the Gambling and Racing Control Act 1999.
Amongst its activities, the Commission:
- approves and regulates gambling and racing activities
- investigates and conducts inquiries into gambling and racing matters
- collects taxes, fees and charges per gaming laws.

Trade promotion lotteries
A trade promotion lottery is a promotion activity involving a lottery with prize winners determined by any means that includes an element of chance. A prize includes anything of value or benefit.
If you want to conduct or advertise a trade promotion lottery in the ACT, you may need a permit.

Raffles
A raffle is any lottery, scheme or arrangement in which prize winners are determined by means which include an element of chance.
A raffle usually involves selling tickets followed by a draw to determine the winners of pre-determined prizes. A prize includes anything of value or benefit.
If you want to conduct or advertise a raffle in the ACT, you may need a permit.

Make a complaint
You can lodge a complaint with the Commission about gaming law compliance in the ACT.
Before making a complaint, try to resolve the matter with the gambling service provider’s staff or management. If this isn’t successful, then contact the Commission.
