If you’re eligible to use the Automatic Mutual Recognition scheme, you’ll work under an Automatic Deemed Registration (ADR).

Working under an ADR in the ACT allows you to carry on the same activities you are licenced to do in your home state under the same conditions.

In addition to meeting your ADR requirements, you will need to notify the licensing authority of your intent to work in ACT and attach evidence you meet the ADR requirements.

Public Protection Requirements and WWVP

Some occupations have different requirements for working under an ADR. They include public protection requirements (PPR) and Working with Vulnerable People (WWVP) registrations.

The Mutual Recognition Act 1992 (Cth) defines a PPR as a requirement designed to protect the public, clients, customers or others and include:

  • insurance
  • fidelity funds
  • trust accounts
  • minimum financial requirements.

Some occupational licences also require a WWVP registration.

While some occupations have WWVP or PPR, others have additional steps before you commence work in the ACT.

Authorised examiners for vehicle inspections

After notification, before you can work under AMR, contact Access Canberra Transport Solutions on 02 6207 0050. They will issue you with a stamp for Certificates of Inspection.

There are no PPR or WWVP requirements for authorised examiners for vehicle inspections working under AMR in the ACT.

Driving instructors and assessors

Driving instructors and assessors working under AMR in the ACT have PPR and WWVP requirements.

If you enter the ACT under the AMR scheme, you may only conduct the duties under your home state accreditation. This means that you may not be accredited to conduct the ACT Competency Based Training and Assessment, and may only be accredited to conduct driving lessons.

Driving instructor accreditation (car)

Before working under AMR, contact Access Canberra Transport Solutions on 02 6207 7171. They will:

  • check if you have the right certification for display inside your vehicle
  • send you an Accredited Driving Instructor stamp which you’ll need to complete Certificates of Competency.

To work under AMR you must:

  • have a Working with Vulnerable People registration
  • hold an insurance policy that insures you against liability for at least $5 million for death or injury related to providing driver instruction or assessment.
  • have completed the Driving Instructor Skill Set (TLISS00162) to assess a person’s suitability to be issued with a provisional licence in the ACT.

Heavy vehicle assessor

Before working under AMR, contact Access Canberra Transport Solutions on 02 6207 7171 to check:

  • if you have the right certification for display inside your vehicle when working
  • for an HVA stamp which is required to complete Certificates of Competency.

Bus service operators

Bus service operators working under AMR in the ACT have PPR and WWVP requirements.

To work under AMR:

Real estate, business, and stock and station agents

Licenced agents for real estate, business or stock and station working under AMR in the ACT have PPR.

There is no WWVP requirement.

To work under AMR you must have a trust account with an authorised deposit-taking institution in the ACT within 7 days of beginning work in the ACT or have an approved exemption

When you notify Access Canberra include the:

  • name and address of the authorised deposit-taking institution
  • name of the account
  • BSB number
  • account number.

Or attach evidence of your exemption from this PPR.

To request an exemption, email Access Canberra at citl@act.gov.au and explain your reasoning for requesting an exemption.

Motor vehicle dealers and wholesalers

Motor vehicle dealers and motor vehicle wholesalers working under AMR in the ACT have PPR.

There is no WWVP requirement.

You must also operate from an approved premises. For more information on premises approvals, email citl@act.gov.au or call 13 22 81.

To work under AMR:

  • you must maintain trust accounts that bear your registered business name.
  • if you sell a motor vehicle or an interest in a motor vehicle for or on behalf of someone, the money you receive needs to be held in trust.

Motor vehicle repairers

There are no PPR or WWVP requirements for motor vehicle repairers working under AMR in the ACT.

Security employee licences

Before working under AMR:

  • if you have a 1C Crowd controller licence email citl@act.gov.au to check you have the right licence identification to display
  • if you have a 1D Guard with dog licence and live in the ACT, your dog needs to be registered
  • if you have a 1FC Firearm for cash in transit or 1PF Guard with a firearm for protecting property licence you must hold an ACT firearm licence to operate a firearm.

There are no PPR or WWVP requirements for security employee licences.
