If you can prove you hold a valid concession, you may receive a discount on some driver licence fees.

You will need to visit an Access Canberra Service Centre the first time you add your concession.

Prove your identity

Access Canberra needs to confirm your identity before it can recognise your concession.

This can be done with an ACT Driver Licence.

As well as your proof of identity, you’ll need to bring current and valid proof of your concession.

Concessions only apply to the driver licence of the concession card holder. It does not apply to dependents listed on the Concession Cards.

Recognised concessions

Only holders of these concession cards are eligible for discounted licence issue and renewal fees.

Centrelink Pension Concession Card

If you hold a current Centrelink Pension Concession Card, you can receive a 100% discount on fees for issue or renewal of:

  • full licences
  • provisional licences
  • heavy vehicle licences.

You will need to pay the full fees for learner, probationary and restricted driver licences.

What you’ll need

When you visit an Access Canberra Service Centre, bring your:

Centrelink Health Care Card

If you meet the following criteria, you can get a discount on a 1-year licence fee.

  • You have a good driving record.
  • You’ve been unemployed for 6 months or more.
  • You hold a current Centrelink Health Care Card.

A good driving record means that in the last 5 years you:

  • didn’t receive an infringement notice
  • weren’t convicted of a major offence such as drink or drug driving
  • weren’t convicted of motor vehicle related traffic offence.

If you meet all the criteria, you can get a 65% discount on a 1-year licence.

If you don’t have a good driving record but you meet the other criteria you can get a 50% discount on a 1-year licence.

You need to pay the full fees for learner, probationary, restricted or full licences longer duration than one year.

What you’ll need

When you visit an Access Canberra Service Centre, bring your:

Department of Veterans' Affairs cards

Holders of a current Department of Veterans' Affairs (DVA) Pension Concession Card or Gold Card receive 100% discount on fees for issue or renewal of:

  • full licences
  • provisional licences
  • heavy vehicle licences.

You will need to pay the full fees for learner, probationary and restricted driver licences.

Other DVA cards are not eligible for discounted licence fees.

What you’ll need

When you visit an Access Canberra Service Centre:

  • bring your ACT driver licence
  • complete a Concession validation consent form [PDF 201KB] form, or
  • bring a letter from DVA confirming your concession entitlement. The letter must be dated no earlier than 14 days before you visit the Service Centre.

You also need to provide your DVA Unique Identification Number (UIN). You can find your UIN:

  • on your DVA concession card
  • on correspondence sent to you by the DVA.

Diplomats and privileged personnel concessions

Diplomats and privileged personnel receive a 100% discount on fees for issue or renewal of:

  • learner licences
  • provisional licences
  • full licences
  • heavy vehicle licences.

You will need to pay the full fees for probationary and restricted driver licences.

What you’ll need

When you visit an Access Canberra Service Centre, bring your:

  • ACT driver licence
  • current Diplomatic Identity Card and passport.

Automatic renewal discount

If you’re an ACT resident you get a 30% discount on your licence renewal if, in the past 5 years you haven’t:

  • received a traffic or camera-detected traffic infringement notice
  • been convicted of a major offence like drink or drug driving
  • been convicted of a motor vehicle-related traffic offence.

The discount only applies to ACT licence holders with:

  • a full driver licence (if held for 5 years continuously)
  • a national heavy vehicle licence (if held for 5 years continuously)
  • a provisional licence holder upgrading to a full or national heavy vehicle licence.

Interstate and overseas licence transfers to ACT licences aren’t eligible.

The discount is applied automatically when the renewal is sent. If you’re ineligible for the discount, your renewal notice will tell you.

Provisional licence holders

Provisional licence holders are eligible for the discount if they have no traffic offences during their ACT provisional period and hold the ACT licence at the time the renewal is generated.

The discount will be applied when you pay for your full licence.
